Emergency Response Updates

As Hurricane Isaias approaches the coast to our west, the forecasts are estimating rain bands and strong winds for our area. For the safety of our employees and customers, we will be closing the Member Services office after lunch tomorrow, Friday, 10/9/26. Please avoid going out in unsafe conditions unless absolutely necessary. Barring any long-lasting power outages, the office will be open regular hours next week.

In the event of mass power outages, our generators and water towers will ensure there are no water outages until power can be restored. We work closely with Tri-County Electric Co. and Duke Energy to get the most up-to-date information on the power restoration efforts.

Before the storm makes landfall, we will open Emergency Water Fill locations across the county to aid in hurricane preparations. These locations will remain available throughout the storm recovery stages. Please see the list below for updates and locations in your area.

The water spickets are currently not connected to the hydrants listed in the below locations. Check back here for updates on when the emergency water fill locations are available for hurricane preparations and service during power outages.

All water fill locations consist of a water spicket attached to a JCWS fire hydrant. They are all marked with an orange cone and a blue ribbon, and are located in central, easily-accessible places. Please bring your own containers and make sure to turn the water off when you're done.

No longer sending cut-off notices after 2025 Bylaw changes

Our policy

The November 18, 2025 Board of Directors meeting included the discussion and approval of a change to the company Bylaws to no longer require mailing notices to customers at risk of disconnect due to nonpayment.

Billing and fees

Water bills are due by the 16th of each month, after which a 15% late fee will be added to the current month's bill if it is unpaid. Water service will be disconnected 30 days after the due date, once 2 months of bills have gone unpaid. A $65 reconnection fee will be applied to the account after the water is disconnected.

Payment methods

We offer a variety of convenient payment options, including online bill pay, automatic payments, and payment by phone. Our Member Service Office also accepts in-person payments by credit card, check, cash, or money order.

All paper bills are mailed out by the 1st of each month. If you have not received your bill by the 10th, please contact our office to request your balance.

About JCWS

a little history

The Jefferson Communities Water System, Inc. is a not-for-profit corporation organized on December 7, 1998, to construct and operate a water distribution system in Jefferson County, Florida.

Funding for the construction of Phase I of the system, which became operational during 2003, was provided by a grants from the U.S. Department of Environmental Protection and the Suwanee River Water Management District, and a grant and loan from the U.S. Department of Agriculture. Phase I consists of three wells, two water towers, 94 miles of water lines and serves approximately 840 customers.

Phase II was completed in May 2010. This added water lines to serve an additional 400 customers and generators at all three well sites to guarantee the supply of water during electrical outages.
