Florida Low Income Household Water Assistance Program

ABOUT PROMISE

 Promise is a software company specializing in revenue recovery for the federal government. They have been selected by the Department of Commerce (DOC) to assist in the expedited administration of the $55 million in federal LIHWAP (Low Income Household Water Assistance Program) monies still available to be awarded in the State of Florida. 

What is LIHWAP?

LIHWAP is a federally funded program that helps low income households pay for

drinking water and wastewater for their homes. This program will help

eligible customers experiencing financial burden pay their home water

utility bill.


If money is awarded toward your water utility bill, it will be applied directly to your JCWS account balance.

how do i know if i am eligible?

In compliance with Florida LIHWAP Program Policies, Promise will target outreach to people who already receive qualifying public

benefits or are categorically eligible. Promise does the work for you so that you don't have to worry about an application!

Promise Data Security and Privacy

How does Promise keep my information safe?

Promise uses JCWS account information to determine a customer’s LIHWAP

award eligibility and to confirm that aid funds have been applied.


Promise is both SOC 1 and SOC 2 compliant, which means a third-party auditor

has confirmed that Promise securely manages personal and financial data to

protect client privacy.


Data uploaded to Promise for the Florida LIHWAP program is only used for the

purposes of the LIHWAP program. Promise does not share, sell, or use data for

other purposes. Data for the Florida LIHWAP program is kept separate from data used

by Promise for other programs.

What do I need to do?

Essentially, nothing!

No action on the customer's part will still result in the monies being awarded.


Promise will send out communication to eligible households in the form of a simple text message to those with phone numbers or mailers to those without phone numbers. All forms of  communication will have an opt-out option. If after seven days, a household is non-responsive to the opt-out communication, Promise will automatically credit the LIHWAP award.
